WDC addresses global forum on terrorism

Moscow—The World Diamond Council (WDC) spoke about conflict diamonds this week at the "Global Forum for Partnerships between States and Business to Counter Terrorism," held here.

The WDC was invited to attend the meeting by the G8 governments and the Russian Ministry of Foreign Affairs. The organization was there to provide insight on its campaign to eliminate conflict diamonds and its role in implementing the Kimberley Process (KP).

WDC Chairman Eli Izhakoff explained to the assembly how the KP, which combines the efforts of more than 70 governments, the diamond industry and non-governmental organizations, has worked to eradicate the trade in conflict diamonds.

"I bring it to your attention today because I believe that the framework of the Kimberley Process has much to offer as an example of how governments and the private sector can work together effectively to address humanitarian and environmental security problems, particularly in 'failed states' and weak government zones," he stated.

For example, Izhakoff spoke of the diamond industry's efforts in countries such as Sierra Leone and Liberia as they emerge from conflict.

"Although these and other conflicts in Central and West Africa were and remain, quite rightly, a major concern of the international community, it is important that we all remember, that given good governance, natural resources—particularly precious mineral resources such as diamonds—bring great benefits in terms of economy, employment, education and healthcare to a number of the stable democracies in Southern Africa and are also mined here in Russia, in Australia and in Canada," he said.

He noted that although there is little evidence to suggest conflict diamonds have funded terrorism, the industry acknowledges the vulnerability of the diamond trade and that the KP is the primary safeguard against this.

Izhakoff added that a fourth partner in implementing the KP was the United Nations, which endorsed the process.

He spoke of the recent KP plenary in Botswana and how representatives continue to work together to ensure its effectiveness and improvement.
